Burton A. Landy serves as Chairman, Sole Arbitrator, or Co-Arbitrator in international commercial and investment arbitrations principally involving parties in Latin American and the Caribbean.  He currently serves as Founding Chairman of the Miami International Arbitration Society (MIAS).  Mr Landy has served as Arbitrator and as a Counsel in a number of international arbitration panels and tribunals under ICC, AAA , ICDR, UNCITRAL, and ICSID Rules concerning commercial and investment disputes involving parties and the laws of Argentina, the Bahamas, Canada, China, Costa Rica, El Salvador, Japan, Peru, Nicaragua, Puerto Rico, and the U.S.

Mr. Landy focuses his practice on the inbound structuring of foreign client U.S. operations and investments and U.S. clients on their outbound worldwide investments including establishing offshore trusts in the Bahamas and Cayman Islands.  In addition, Mr. Landy has represented purchasers and sellers of U.S. financial institutions including Florida and federal commercial banks and savings and loan associations.  Mr. Landy has experience representing the syndicator of multi-million euro loan to joint venture of Colombian and Venezuelan petro-chemical companies as well as foreign banks in obtaining Florida and federal approvals for agencies, administrative, and representative offices.

TV Marti – January 27th, 2016
On the day that the new amendments to the Cuban Assets Control Regulations (CACR) and Export Administration Regulations (EAR) took effect, TV Martí interviewed Mr. George Harper specifically on the issue of sales of some items to Cuba on credit. Mr. Harper explained that allowing US banks to lend money so that certain goods can be exported and sold to individuals in Cuba on credit will allow many of them to work towards those purchases. Of interest to most will be the sale of electronics, chiefly cell phones and PDAs. These amendments further implement the new direction toward Cuba that President Obama laid out in December 2014.

This Week In South Florida, Local 10 – May 31st, 2015
On Sunday, May 31st the Channel 10 news roundtable program This Week in South Florida featured James Meyer, Peter Quinter of Gray Robinson and Jennifer Olmedo of Buchannan Ingersoll who had all returned from Cuba the night before. Roundtable host John Michael Putney told the three attorneys that they represent the legal vanguard traveling to Cuba following the major move towards the normalization of relations between the U.S. and Cuba. James Meyer, Partner with Harper Meyer, helped organize the group of 38 attorneys who traveled to Cuba under the auspices of the Florida Bar’s International Law Section. He also organized a smaller group from his own firm to conduct a series of professional meetings with Cuban lawyers, high level government officials and dissidents. Roundtable host John Michael Putney asked James Meyer about his impressions on the legal environment and any advice he would give either other lawyers or those who have an interest in doing business in Cuba. James Meyer advised that there is still no independent judiciary in Cuba so there are still real risks involved in doing business and enforcing any contracts there. He also advised that changes must take place within Cuba and in our legal system before investors can enter this emerging market.

Univision – June 3rd, 2015
On June 3rd shortly after their return from an exploratory visit to Cuba with the Florida Bar, George Harper and James Meyer were interviewed by Univision. Univision Reporter Mario Vallejo said the thirty or so attorneys who traveled to Cuba optimistic about the possibilities returned with the understanding that the embargo is not the only obstacle for foreign investors wishing to do business there. George Harper said that even if the embargo is lifted, without the necessary changes within Cuba, even if and when the laws change in the United States, it is a difficult legal environment for foreign investors and the risks outweigh the potential gains. He said about 60% of the foreign investors who entered Cuba have since left the island due to the challenges they faced doing business there. James Meyer stated that the laws in Cuba and the United States need to be further changed to give foreign investors confidence that their contracts can be enforced there. George Harper and James Meyer participated in meetings with attorneys and legal scholars, including a meeting with the Havana City Historian Dr. Eusebio Leal, and with a well-known Cuban legal activist and dissdent, Dr. Rene Gomez Manzano, who was one of the original “Group of Four” and who now serves as president of a group of “independent” Cuban lawyers.

On June 3rd George Harper and James Meyer featured as guests on Pedro Servec’s program “Al Fondo,” on Americateve. The interview related to their recent trip to Cuba with The Florida Bar’s International Law Section. Harper and Meyer were asked for their thoughts regarding investments in Cuba, based on what they had observed and on their conversations with people they met while there. Messrs. Harper and Meyer both agreed that, for now, the risk of investing in Cuba is too high for U.S. persons, and that laws must change on both sides in order to provide stronger guarantees to investors. In addition, however, Mr. Meyer said that he noted an enthusiasm for business that he had not seen on any previous trips.

Telemundo – June 2nd, 2015
George Harper and James Meyer were interviewed by Alejandro Isturiz from Telemundo regarding their recent visit to Cuba. James Meyer stated there need to be more changes in the laws of the U.S. and of Cuba, but that for the moment, we are starting a new hopeful era. George Harper said that even though the government says foreign investors don’t need the Cuban government as a business partner, it doesn’t decrease the risks.

George Harper and James Meyer were interviewed by Television Martí shortly after their return from Havana where they met with attorneys and law firms licensed by the Ministry of Justice. Ricardo Quintana of Martínoticias asked George Harper and James Meyer for any advice on investing and conducting business in Cuba. Both Mr. Harper and Mr. Meyer concluded that at the present time the potential risks outweigh the potential rewards of investing in Cuba. Ricardo Quintana also interviewed Beatriz Delgado, a Paralegal at the Firm, as the youngest person in the delegation of 38 people who traveled to Cuba on the visit organized by the Florida Bar.

Doral News TV – June 1st, 2015
Maria Fernanda Silva of Doral News TV interviewed George Harper on June 1st regarding his recent fact-finding visit to Cuba with The Florida Bar International Law Section. She asked Mr. Harper to respond to the rumor that anyone can now travel freely to Cuba. Mr. Harper responded that only certain sectors in Cuba are open for trade or business with foreign entrepreneurs. He clarified that sending comestibles and pharmaceuticals to Cuba has always been open for humanitarian reasons, but that other sectors such as banking and related services remain tightly controlled by the Cuban government. Ms. Silva asked Mr. Harper to comment on the possibility of settling corporate and individual property claims against the government of Cuba. Mr. Harper responded that the ability to negotiate a settlement of these claims will depend largely on the Cuban government’s willingness to seek a settlement, and its desire for real trade relations with the U.S.

Harper Meyer featured on Univision as a prestigious law firm to visit Cuba. The firm’s partners, George R. Harper and James M. Meyer, were interviewed by Univision on the eve of their first visit to Cuba. George R. Harper, James M. Meyer, Steven M. Harper and Steven H. Hagen traveled to Cuba on Wednesday, May 27th to meet with Cuban attorneys and business leaders to discuss and explore the possibilities that exist there for U.S. persons.

Radio Mambi – June 18th, 2015
George Harper and James Meyer were interviewed by Humberto Cortina for Radio Mambi regarding their observations after a recent trip to Cuba. From what he observed and learned from the trip to Havana, Mr. Harper said that even if the embargo is lifted many changes need to occur within Cuba as well as in the U.S. to prepare the legal environment for foreign investors. Currently the risks of investing in Cuba outweigh the potential gains. Mr. Meyer concurred stating that the laws in Cuba and the U.S. will need to change to give U.S. and other foreign investors confidence that their contracts can be enforced there.

HistoryMiami’s 11th Judicial Circuit Historical Society – September 9th, 2015
On October 22nd the 11th Judicial Circuit Historical Society will present a panel discussion on the legal relationship between the United States and Cuba. The Miami History Museum is hosting the panel discussion in conjunction with its exhibit on “Operation Pedro Pan,” the program whereby more than fourteen thousand Cuban children were brought to the U.S. between December 1960 and October 1962. The panel will include Firm partners George Harper and Steven Harper, who recently returned from an exploratory trip to Cuba.

RPPTL Annual Luncheon – June 5th, 2015
On June 5, 2015 James Meyer was a guest speaker during the Florida Bar’s Real Property, Probate and Trust Law (RPPTL) Section annual meeting and lunch at the Fontainebleau hotel in Miami Beach. James Meyer shared experiences and impressions from his recent trip to Cuba, and focused on potential real property and probate issues which may be on the horizon. Michael Dribin is the outgoing Chair of the RPPT Law Section of the Florida Bar and helped to organize the three day annual conference in Miami Beach.

Andrea Villa concentrates her practice on international and domestic transactional matters with a focus on aircraft and vessel transactions.

Andrea counsels foreign and domestic corporate and individual clients on issues relating to the acquisition, leasing, and registration of new and pre-owned aircraft, including planning for and implementing tax efficient structures, registering foreign owned aircraft using available alternatives for non-citizens, and ensuring compliance with applicable FAA and DOT regulations. She also assists corporate clients with export control matters, including compliance with the Export Administration Regulations (EAR) and U.S. economic embargoes administered by the Office of Foreign Assets Control (OFAC).

Andrea earned her Juris Doctorate degree, distinguished Magna Cum Laude, from the University of Miami School of Law, and is admitted to practice in the State of Florida. While in law school, Andrea was awarded the Dean’s Merit Scholarship for her three years of law school. She was an active member of the National Security and Armed Conflict Law Review, and was honored with a publication of her law review article titled “Combatting Narcoterrorism,” in Volume VI of the National Security and Armed Conflict Law Review.

Jacqueline Villalba is a Board Certified Specialist in Immigration and Nationality Law.  She has extensive experience in the areas of business and family-based immigration.  She represents clients before U.S. Citizenship and Immigration Services (“USCIS”) with regard to non-immigrant visa petitions; extraordinary ability, national interest waiver, and professional worker petitions; labor certifications; family based immigrant visa petitions; and applications for naturalization.  Jacqueline also practices before the Executive Office for Immigration Review, representing clients in removal proceedings with regard to asylum requests, applications to adjust status to permanent residence, cancellation of removal, bond hearings, and other forms of relief.

Jacqueline is a member of the Executive Council of the Florida Bar Association’s International Law Section.  She serves as Chair of the International Law Section’s Women in International Law Committee, Co-Chair of the DHS, Labor Department and State Department Liaison Committee and is a member of the Section’s Foreign Legal Consultant Committee. She is Co-Chair of AILA South Florida’s Luncheons Committees and has served as Co-Chair of the DMV Committee.  Jacqueline has lectured at immigration seminars on business and family based immigration issues as well as on the effects of criminal convictions on a noncitizen’s immigration status and the relief available.  In 2009, she was selected as a Florida Rising Star.  A maximum of 2.5% of the state’s attorneys are named to the Rising Stars list.

Roselvin S. Edelman is an associate attorney in the firm’s Trust and Estate practice group.  Ms. Edelman concentrates on trust and probate litigation, including: will and trust contests; guardianship proceedings; disputes concerning the obligations of fiduciaries such as trustees and executors; and the interpretation of testamentary instruments.  Ms. Edelman represents private and corporate fiduciaries, settlors, and individual and charitable beneficiaries.

In addition to her trust and estate practice, Ms. Edelman also has substantive experience representing diverse clients in complex commercial litigation in both state and federal courts.  Her experience includes breach of contract disputes, fiduciary duty claims, business torts, employment disputes, and fraudulent conveyances.

Ms. Edelman earned her J.D. from Emory University School of Law in 2011, where she served as a Managing Editor of the Emory Law Journal and the Academic Chair of the Latin American Law Students Association.  Ms. Edelman received her B.A., cum laude, in Political Science from the University of Florida.

Manuel A. Perez is a Founding Partner of Harper Meyer Perez Hagen O’Connor Albert & Dribin LLP.  His practice focuses on international transactional matters, cross-border purchases and financing, general corporate law and real estate.  He represents some of the world’s largest financial institutions as well as many lenders, manufacturers, distributors, sellers and purchasers in complex cross-border financing transactions involving capital equipment, securing collateral and regulatory compliance within the United States and abroad.

Many of the transactions Mr. Perez has worked on involve significant acquisitions of goods and equipment with an emphasis on aircraft and vessels for both commercial and private uses, as well as bulk sales of vehicles and equipment.  His international experience includes many transactions based in Central and South America and Europe.

Mr. Perez is a member of The Florida Bar, the Dade County Bar Association, the Cuban American Bar Association and the American Bar Association.  He has also been named repeatedly by Florida Trend Magazine as one of the state’s Legal Elite.  Active in community affairs, Manny is an advocate for public charities focusing on autistic children.  Prior to founding the Firm, he worked at one of the nation’s largest 100 firms and as in-house counsel for one of the nation’s largest home builders.

Rose Parish-Ramon is a member of the firm’s Trust and Estate practice group.  Ms. Parish-Ramon specializes in estate planning, estate administration, estate litigation, trust administration, trust litigation and guardianship proceedings.  In addition, she has experience in appellate practice with respect to estate, trust and guardianship litigation.

Ms. Parish-Ramon is a member of several organizations involving estate planning and probate and guardianship administration.  Since 2004, she has been recognized with an AV Peer Review Rating with Martindale-Hubbell, the agency’s highest mark for both competency and ethics and is achieved by only 5 percent of attorneys.

Patrick J. O’Connor heads Harper Meyer’s litigation practice. While based in Miami, Mr. O’Connor litigates complex commercial matters in state and federal courts throughout the nation, including at the United States Supreme Court. He also pursues the arbitration of domestic and international disputes before a variety of arbitration bodies, including the American Arbitration Association, the International Chamber of Commerce, and the International Centre for Settlement of Investment Disputes (under the auspices of the World Bank).

Mr. O’Connor began his legal career as a legislative intern to the late United States Senator Daniel Patrick Moynihan in Washington, DC. He proceeded to obtain his juris doctor in 1999 from Georgetown University Law Center, which has been recognized as the top law school in the nation for the practice of international law. He also studied for an extended period in the doctorate program of the Universidad Francisco Marroquín in Guatemala City, Guatemala. Mr. O’Connor is fluent in Spanish, and represents Spanish-speaking corporate and individual clients on a daily basis.

Mr. O’Connor first litigated competition policy and antitrust claims with Blumenfeld & Cohen in Washington, DC, where he represented Consumers Union before the United States Supreme Court in Verizon Communications., Inc. v. Law Office so Curtis V. Trinko, LLP, 540 U.S. 398 (2004). He then proceeded to litigate a broad spectrum of complex commercial matters with Gray Cary Ware & Friedenrich (now DLA Piper), also in Washington, DC. Moving to Miami in 2003, Mr. O’Connor began to litigate complex international commercial matters with Steel Hector & Davis and Squire Sanders & Dempsey (now Squire Patton Boggs). In 2007, together with Patricia Hernández-O’Connor, Mr. O’Connor founded O’Connor Law Group, a full-service business law firm, specializing in international transactions and complex commercial disputes.

Mr. O’Connor is licensed to practice in Florida, Virginia, and the District of Columbia, and he is a member of the bar of numerous federal district and appeals courts, including the United States Supreme Court.  Mr. O’Connor is also a Circuit Civil Mediator, which is a designation certificated by the Florida Supreme Court.  Mr. O’Connor has lectured on the subject of telecommunications law at the Georgetown University Law Center, and he has been recognized for expertise in competition policy by the International Legal Resource Center.  He has authored numerous articles and frequently presented on matters of both competition policy and international law.  He has been and remains a member of various corporate boards of directors and advisors.

Patricia Hernandez-O’Connor practices in the areas of complex commercial litigation and intellectual property. Her courtroom experience includes real estate litigation, where she has tried disputes between and among developers, brokerage firms, financial institutions and third parties. Her intellectual property practice includes trademark registration and litigation, resolution of domain name disputes, and intellectual property licensing. Prior to joining Harper Meyer, Ms. Hernández-O’Connor was a founding partner of O’Connor Law Group LLP.

Ms. Hernández-O’Connor is a graduate of the University of Miami School of Law. She also holds a degree in International Business from George Mason University. She is admitted to practice in the State of Florida and is a member of the Business Law Section of the Florida Bar and the Litigation Section of the American Bar Association.

While attending law school, Ms. Hernández-O’Connor clerked in the area of communications law with the Florida Justice Institute, where she assessed possible constitutional and regulatory challenges to the collect calling rates charged to the families of Florida’s inmates. She also clerked for the Florida Immigrant Advocacy Center, where she successfully appealed a number of adverse immigration decisions to the Board of Immigration Appeals.

Ms. Hernández-O’Connor is a native of Guatemala and has traveled extensively through Latin America and Europe. She is fluent in Spanish and English, and she is conversational in German.

Steven M. Harper practices in the areas of aviation, maritime and taxation, but he also works extensively with the international and corporate groups, having experience in cross-border transactions, entity formation, and dissolution and liquidation issues, among others. He is a member of The Florida Bar, American Bar Association and Inter-American Bar Association.

His aviation and maritime work deal generally with the domestic and cross-border transfer of rights to aircraft and watercraft. Within that realm, he has represented domestic and offshore entities, high net worth individuals, financial institutions, airlines and certified repair stations in the purchase and sale, lease, finance and securitization of aircraft and watercraft ranging from large and small commercial and corporate jets, turboprops and helicopters, as well as luxury liners and motoryachts. He has also assisted his clients with issues such as, among others, complying with state sales and use tax assessment actions, placing aircraft into charter service under Part 135 of the Federal Aviation Regulations, and obtaining Operations Specifications from the Federal Aviation Administration authorizing flights in domestic and international Reduced Vertical Separation Minimum (RVSM) airspace. In addition, he served as co-editor of the chapter entitled, “Registration of Aircraft and Mortgages: The International Conventions” in McBain and Hames, Aircraft Finance: Registration, Security and Enforcement (Thompson 2007). He has also assisted clients with the domestic and offshore registration of vessels for asset protection and tax planning purposes, and is a member of the Florida Yacht Brokers Association.

His tax work involves structuring aviation and maritime transactions in order to minimize exposure to state sales and use tax. He also advises offshore companies on structuring their U.S. operations from a tax perspective, domestic and international estate planning, and assisting domestic companies engaged in interstate and international commerce with issues pertaining to Florida sales, use and corporate income taxes. Mr. Harper has also assisted both U.S. and non-U.S. residents with the purchase and sale of U.S. real property interests in compliance with U.S. tax law. In addition, he has prepared shareholder and partnership agreements for corporations, partnerships and other entities, as well as licensing and distribution agreements.

Active in the legal community, Mr. Harper was a panelist and member of the Organizing Committee of the 3rd Annual International Business Transactions Conference held in Miami, Florida. As a panelist at this event, he spoke about the various issues that can arise when acting as U.S. coordinating counsel for cross-border transactions involving multiple foreign lawyers. He also appeared as a panelist at the 46th Annual Conference of the Inter-American Bar Association in Rio de Janeiro, Brazil, where he spoke about Florida’s enactment of the Rules for International Commercial Arbitration, as adapted from the Unidroit Model Rules. He was appointed Vice Chair of the 2010-2011 International Business Transactions Committee of the International Law Section of The Florida Bar, was recognized by Law & Politics Magazine as a 2010 Super Lawyer in the Rising Stars division, and was named to Who’s Who Legal 2015 in the Aviation Regulatory division. In June of 2016 he was elected to the Executive Committee, and as Treasurer, of the Inter-American Bar Association.

Mr. Harper graduated from Florida International University College of Law, where he concentrated on taxation and international finance. While in law school, Mr. Harper served as Judicial Intern for Senior Judge Shelby Highsmith of the United States District Court for the Southern District of Florida. George R. Harper – 10/21/42 – 2/20/17   Was recognized as a leading attorney in the field of Latin American – U.S. business transactions. International legal projects with which he has had significant experience include operating and finance aviation equipment leases, foreign debt renegotiations, asset-based lending, distribution agreements, franchising, licensing, and commercial transactions.

Formerly the Chairman of the International Law Section of The Florida Bar, Mr. Harper received his B.S. from the Georgia Institute of Technology and his J.D., cum laude, from the University of Miami School of Law, where he was Editor-in-Chief of the University of Miami Law Review. He was named to the Hispanic Business Magazine Legal Elite list and is a recipient of the Inter-American Law Review Lawyer of the Americas award. He was also named one of Florida’s “Legal Elite” for 2008 by Florida Trend Magazine. He is “A.V.” rated by Martindale Hubbell.

Active in civic affairs, he has served on The Salvation Army Advisory Board, as President of the University of Miami Alumni Association, and as Chairman of the Board of the Historical Museum of Southern Florida, where he is presently a member of the Board of Endowment.  He has served as an adjunct professor of law at both the University of Miami School of Law and St. Thomas University School of Law, and has lectured at numerous conferences throughout the Americas on the subject of international and inter-American law.

Steven H. Jeffrey S. Hagen concentrates his practice in the area of tax law, with an emphasis on international, corporate and estate planning matters.  A main focus of his practice is ensuring the compliance of domestic and international entities when they enter into complicated international transactions, including those transactions which involve corporate inversions.  Mr. Hagen also advises in depth as to the new international information reporting regimes, the Common Reporting Standard and the Foreign Account Tax Compliance Act.

Mr. Hagen spoke in May 2017 in New York and Miami on the topic of Information Reporting for Transactions between Single Member LLCs and Foreign Related Parties at conferences sponsored by the Transnational Tax Network.  He also attended international lectures in Brussels in 2016 for young attorneys.  He became a member of the Florida Bar in 2015, and is a member of the Tax Section of the Florida Bar.

Justin L. DiBiasio

Justin L. DiBiasio is an associate in the litigation and intellectual property practices of Harper Meyer. Mr. DiBiasio’s practice includes work on complex commercial litigation and arbitration matters. In addition, Mr. DiBiasio has previously assisted clients in administrative litigation both nationally and internationally, including with regard to alleged violations of Federal health care regulations and Colombian laws on marketing pharmaceuticals. Mr. DiBiasio’s experience in the court includes two years as a law clerk in Massachusetts, including in the Business Litigation Session of the Superior Court and with the former Chief Justice of the Massachusetts Appeals Court.

Apart from litigation, Mr. DiBiasio has advised clients on contractual matters and corporate and regulatory compliance. Prior to joining the Firm, Mr. DiBiasio worked in the Boston office of an international law firm representing hospital systems, hospitals, physician groups, and long-term care facilities in various aspects of their general business and health care matters, including transactions, operations, and internal and government investigations. His experience in this area includes physician and payor contracting, space and equipment leasing, health information privacy, and clinical trials. In addition, Mr. DiBiasio worked in the intellectual property group of an international law firm in Bogota helping international pharmaceutical and medical device manufacturers import and commercialize their products in Colombia.

Mr. DiBiasio earned his law degree in 2006, cum laude, from Boston College Law School. During law school, he was a staff writer for the Uniform Commercial Code Reporter-Digest and a research assistant for the director of the Legal Research, Reasoning, and Writing Program. Mr. DiBiasio received his Bachelor of Arts degree, summa cum laude, in English and psychology from the University of Rhode Island, where he was an Honors Program graduate and the sole recipient of the President’s Award for Student Excellence in both majors.

Ms. Diaz earned her J.D. and LL.M. in Taxation at the University of Miami School of Law, concentrating in international tax.  Ms. Diaz earned her Bachelor of Arts, cum laude, from Florida State University majoring in Sociology and Political Science.

Ms. Diaz has experience working with tax compliance for U.S. individuals living within the U.S. and abroad, U.S. expatriation, residency planning for nonresidents immigrating to the U.S. as well as Foreign Account Tax Compliance Act (“FATCA”) compliance.

As part of her practice, Ms. Diaz is involved in complex domestic and international transactions, including traditional and reverse like-kind exchanges and the implementation of domestic, offshore, and hybrid structures for U.S. and non-resident individuals.

Katie DeLuca concentrates her practice on international and domestic transactional matters with a focus on transactions involving capital equipment, including aircraft and vessels. A substantial portion of her practice is devoted to business aircraft and she has assisted clients with all aspects, both routine and complex, of their transactions including planning and structuring aircraft ownership and operations, minimizing exposure to sales, use and/or VAT taxes and ensuring compliance with all applicable FAA, DOT and other governmental rules and regulations. She has had the opportunity to represent domestic and offshore entities, financial institutions and high net worth individuals in connection with the acquisition, sale, structuring, financing and leasing of aircraft, engines and aircraft parts.

Ms. DeLuca is active in several organizations including the National Business Aviation Association, the National Aircraft Finance Association and the Florida Yacht Broker’s Association. Firm History

Harper Meyer Perez Hagen O’Connor Albert & Dribin LLP was founded by three friends and lawyers, George Harper, James Meyer, and Manuel Perez, in 2002. Shortly thereafter they were joined by Steven Hagen and, more recently, Patrick O’Connor, Ron Albert, and Mike Dribin. Our primary motivation was the creation of a personal-services law firm, the practice of which would mirror the international business climate of Miami. Thus while our roots are firmly planted in South Florida, our practice – like the geographical extent of the South Florida economy – knows no boundaries.

All of our partners have had extensive experience at large, multi-office law firms. George Harper, Jim Meyer, and Steve Hagen had practiced law together for a number of years at the then-premier Miami international law firm of Paul, Landy, Beiley & Harper, P.A., founded in 1964. When that firm dissolved in 1994, Harper and Meyer moved on to Steel Hector & Davis, and Hagen to Holland & Knight.  Prior to their joining Harper Meyer, Manuel Perez was with  Kilpatrick Stockton, Patrick O’Connor was with Squire Sanders & Dempsey, Ron Albert was with Holland & Knight, and Mike Dribin was with Broad & Cassell.  Steven Harper joined the firm as an associate in 2006, followed by Andrea Olivos-Kah in 2008, Patricia O’Connor in 2009, and Rose Parish-Ramon in 2010.

Harper Meyer was founded on a simple premise: that a smaller, more close-knit firm, composed of highly-experienced lawyers and able to offer first-class legal services at reasonable rates, would be conducive to serving our clients in the more personalized manner which, we firmly believe, is a vital component of a healthy and long-lasting attorney-client relationship. CUBA

The law firm of Harper Meyer Perez Hagen O’Connor Albert & Dribin LLP is well positioned to assist those of its many U.S. and multi-national clients who are contemplating opportunities in Cuba resulting from the diplomatic and economic changes in the Cuban Assets Control Regulations announced by President Obama on December 17, 2014 and implemented by the U.S. Departments of Treasury and Commerce on January 16, 2015.

The new measures are designed to facilitate travel to Cuba for authorized purposes, allow U.S. financial institutions to open correspondent accounts at Cuban financial institutions, and allow a number of other activities related to, among other areas, telecommunications, financial services, trade, and shipping.

U.S. persons must comply with all provisions of the revised regulations, and violations of the terms and conditions could result in penalties under U.S. law. “We are advising our clients to be very careful not to violate any U.S. laws and regulations as they contemplate possible future business in Cuba,” says George Harper, Founding Partner of Harper Meyer, who along with several other firm members traveled recently to Havana for a first-hand look at the potential ramifications of the new regulations. While in Cuba the Harper Meyer team met with government officials, private and government lawyers, and dissidents. “As of now,” continued Harper, “the Cuban Democracy Act and the Helms-Burton Act remain unchanged, and no one contemplating doing business there should do so without the proper authorization. We are ready on short notice to advise our clients when the time to invest in, or to trade with, Cuba, is proper.”

It is not yet clear what effect, if any, the changes might also have on the status of the claims of U.S. persons for losses suffered in Cuba and previously adjudicated by the Foreign Claims Settlement Commission. Harper Meyer will stay current on developments in this area, and will be prepared to assist certified claimants when the time arrives.
